Casino War compares one card against the dealer's. Higher card wins. The only decision you ever make happens on a tie.

The basic round
You and the dealer each receive one card. Aces are high. A higher card pays even money; a lower card loses the stake.
The tie decision
On a tie you either surrender half your stake or go to war by matching it. Going to war is mathematically the better of the two options at almost every table.
The tie side bet
A separate bet that the round will tie pays a large multiple but carries a much higher margin than the main bet. It is the most expensive position on the table.
Why it suits small stakes
There is no skill component, so it is impossible to make an expensive mistake beyond stake size. Set the stake and the round count in advance.
